Evidence that Slayer can travel from one point in the real world to another by passing through the world of dreams: None.
Evidence that Slayer cannot travel from one point in the real world to another by passing through the world of dreams: When attempting to flee Perrin, rather than exiting the Dreamworld beyond the Tarendrelle, where he was and where he would be out of Perrin's reach, he instead returns to the spot where he supposedly fell asleep, where Perrin is and where he is surrounded by Perrin's men. This implies he did not have a choice where he would reappear in the real world.
I cannot agree with any conclusion that depends on ignoring evidence and making stuff up, therefore if you have any reason to believe, from before Lord of Chaos, that Slayer could travel from one point to another in the real world by using Tel'aran'rhiod, please provide it to us.
