Scrimgeour: Somewhat rehabilitated in dying without betraying everyone. Which shows, I suppose, that he was trying to do the right thing, not just out for his own success. You can bet anything Fudge would have rolled over in a heartbeat.
This is surprising how? Harry is just a teenager with some understandable resentment towards the Ministry, but really, the readers surely can be expected to realize that Scrimgeour is a hard man who hates Death Eaters, and so him going out with a fight and while refusing to talk is no more than was to be expected.
Not so much surprising as worth remarking on. He was beginning to appear as very much the propagandist, hiding facts from normal people and locking up innocents.
