He could very well be said to be a writer of specultive fiction. On the whole you are right, but sometimes philosophy can be best exeplified by thought experiments. If these thought experiments aren't lessened by turning out as novels.
Houellebecq, for example, uses cloning and genetic engineering as a tool to show his beliefs about the atomisation of society, the break up of the tradition family unit.
