non-speculative fiction settings, for the most part, can become known through travel, study, research. Of course, I'm afraid that too few people take the time to actually do that work, so it remains potential to know rather than known.

As for relative quality, I say that it is rare for any book, in whatever genre or category, to rival the best in literature.
