I agree that voter fraud is also an important issue though, particularly if it will tend to skew elections one way or the other.

Gah. fuck elections. We should go back to duels. We can do it in phases. We can have a fist fight, scored debates, and a "who can survive being verbally stoned the longest without losing one's balls/ovaries" contest. (this paragraph is tongue in cheek, btw.)
