To get the free ID you need to have a birth certificate or some other form of naturalization papers. Not everyone has that (you should understand why this is LL since you live in Kansas, not everyone was born in a hospital).

Which means some people cannot prove they are US citizens (ironically, naturalized citizens CAN prove it, because the process created a physical record of their naturalization, even if they do not personally possess such documentation.) That is a MUCH bigger problem than just voting. "I was born in East L.A.!!! ><img class=' />"
Furthermore the photo id is pretty much only DL, Military ID, or stated issued free one. It does not work for things such as University ID, etc.

So? Although that depends on where you go; where I lived in TX you ALWAYS needed photo ID IF you did not have your voter registration card with you, but they accepted things like the IDs issued to the 50,000 students at UT. But, yeah, I have no problem telling people they cannot just drop by the nearest novelty photo booth, hit the laminator and be able to vote (though obtaining a state issued ID might be cheaper.)
I think everyone should have one of the forms of ID but the reality is not everyone does. As your article pointed out, 200,000 people that are registered voters do not have one of the forms of a required id.

No matter what you do, some form of voter id law will disenfranchise potential voters. That said most people are okay with a small amount of disenfranchisement if they believe it will make the system more accountable.

Works for me; like I say, as long as it is not made into a poll tax I not only accept but support the idea. There are native US citizens living in cars, dumpsters and even cardboard boxes who cannot vote because they cannot get a voter registration card without a permanent physical address. It sucks, but there is not much to be done about it, and I do not think we should refuse a significant improvement to the system just because it does not help people who were already not being helped. How many people who cannot prove their citizenship can even register to vote? Ideally, the answer would be "none," else the system is VERY vulnerable to fraud whether or not much occurs.
