I would still focus on going after pirate sites, sites actively and deliberately linking to them, and possibly the advertisers funding them, rather than people downloading it who take no money from anyone. They cost Big Media no money save their own, which was obviously going to happen anyway if they were not willing to pay for it. There is very little money to recoup by targeting them anyway, and a great deal to be had by going after pirate providers making money off it. Call me old fashioned, but I still do not understand how it is "piracy" if no one is making money, and economics means very few people are providing pirate data without making money.

Obviously that does not mean going after everyone subjected to nonspecific accusations, or everyone who has ever exchanged emails with the site operators.
