I don't think anyone is saying supporting Logain was official Red Ajah policy that was approved by the AH and the Sitters.

What may be possible is that some Black-Reds along with some loose cannons who allowed themselves to be led along, helped Logain a bit.

It might well have been Galina's plan to increase the influence of the Reds so as to destabilize Siuan's rule, as were other actions like the Blacks plot to give Moiraine over to the Reds.

Siuan's lie may have been to take this incident and make it into a full blown Red Ajah conspiracy.
