Such a scene would precisely be a flashback in Rand's plot-/ timeline, especially if we would get the PoV from Graendal just before Rand's balefire hit her palace. It's clear from his answers, that BS won't jump back in Rand's plotline.
That doesn't mean there won't be any. A large portion of the first half of the book could be that way.
Like Rand's, to which Graendal was tied to.
