Depends on what the issue is. Elayne would make Andor and Rand a priority over the Tower. Nyneave would make Lan, Rand a priority over the Tower. Elayne and Nyneave would back Egwene on just about every other issue versus the Tower. Elayne and Nyneave would not conspire with Romanda, Lelaine, or any other Sitter against Egwene.
