It's about the fact that her mindset is dictating how she leads and what she does. She's basically playing the wrong game. That's exactly the same thing Rand was doing; he was hiding from the world, and only tried to act through imposition or manipulation. He never really tried to build trust, or lay out his emotions. He distanced himself from others (like Egwene did with Siuan).

Essentially, Egwene never made the train to Buddha-land like Rand did. She's stuck in 3rd age thinking patterns.
