Graendal couldn't know that Rand would immediately balefire her entire palace. Besides that, she had orders from Moridin to break Rand. With meeting Rand's messenger she finally had a great opportunity to come into contact with Rand. It makes no sense that she would only use fake Compulsion then. That would mean she predicted that Rand only sent the messenger, so that he could later determine if Graendal was balefired. The Forsaken aren't that smart.
