That the DO could just theoretically transmigrate someone if "the amount of balefire used is very small". There is no way that the amount of balefire Rand used to destroy Graendal's palace was very small. Apparently even Moiraine balefiring Be'lal wasn't such a very small amount, since BS stated that none of the balefired Forsaken would return.
