Why use both? Because they both have their place in battle, despite their complexity.

Blossoms of fire too close would hurt Rand + Party. Arrows of Fire are good for picking out those Trollocs that escape the Blossoms.

Both are required.


Except that LTT used AoF right away. I would buy your explanation if Rand switched to the arrows only after the trollocs got close. That is not the case. He started using them at the same time as the other weaves, when the trollocs were still far.
