1. He was sent to Natrin's Barrow to meet the Lady Basene by some merchant from Bandar Eban, probably Milisair herself.
2. He was born in the area and had entered the service of the real Lady Basene before Graendal killed her and posed as her. Later he was sent to assassinate Milisair by Graendal to ensure Graendal's cover isn't blown up.
