In catholic theology (I am only speaking of catholic theology not other religions), one is hold responsible for one's actions and not someone else actions. If an employer has a health care plan that covers contraception or even abortions the employer has not sinned (and thus does not need to confess to a god/priest). If the person though uses contraception or abortion they have committed a sin and need to confess there crime.

Now when I say catholic theology I am talking specifically about the pope and bishops in Rome. They still do not like governments allowing abortion and contraception for they see governments as making the corruption of humanity easier.

Now individual Catholics (not necessary, priests, bishops or popes) in the US do not see contraception as a sin. 58% of Catholics think government should require insurance plans to cover contraception at no or low cost. Note these are numbers of Catholics that think government should require it.

The number of catholic women who have used contraception is 98% (contraception being defined as any form of contraception besides natural family planning.). Natural Family Planning is the only form of birth control the catholic church allowes what natural family planning is trying to guess when a women is ovulating and when she is not based on measuring the temperature of a women body and keeping track of her past periods. During the times a women ovulates you simply don't have sex (and thus no chance of a fertilized egg.) The problem of natural family planning is a women menstrual cycle is not a precise clock and it can fluctuate (god has his say )

To claim otherwise is like saying, "if someone comes into your gun store demanding to buy a gun so they can shoot their cheating spouse, you cannot refuse them on the grounds of their prospective murder, because whether they commit the murder is not your responsiblity."

I am kind of surprised to hear the Vatican allows people to deliberately restrict sex to intervals when they believe the woman is not ovulating though. It squares with MY view of the morality precisely because of the last thing you said: God will have his say. However, the same is true of every OTHER form of contraception, so by that logic they should allow all of it.
