The implication that "Everyone's a hypocrite" is that everyone agrees that the rule is wrong and should be done away with. In fact, the closer we get to universal hypocrisy the more probable that the law/rule should be eliminated.
When I was younger the speed limit in the US was 55mph, and almost everyone exceeded it (by a lot) very regularly on highways. Nowadays it is much more common to find people obeying (or only slightly exceeding) speed limits set at 70/75.
Remember when fornication was against the law, and nobody got intimate before marriage? Me, neither.
