If it were true, you might expect Egwene to mention surprise that it was never brought up, or again, for Elaida to mention it since she is clearly not obeying Tsutama, as the Red/Black Tower plotline indicates. There is no indication that this was being covered up or ignored, because it is not mentioned at all. It isn't the Red Ajah that fails to bring it up, it is everyone, including the authour(s). Heck, even the White Sisters Egwene "debates" (I use the term loosely) with could have brought it up.
