Chapter 14 of ToM, the Supergirls meeting from Egwene's PoV, where Elayne was worried about the babies if she got tested for the shawl, happened after Chapter 23, in which she impresonated a Forsaken.

After the jailbreak stabbing was the first time Elayne experienced any doubt about her safety and the safety of the kids. Before that, she was 110% convinced the babies would be safe and born healthy no matter what, so I find it really unlikely she didn't draw as much as possible through the angreal because she was worried about their health.
