So basically the coward of the group Moghedian and accepted by the mass to be one of the weaker female forsaken- risked many encounters with one who - by Granedals account a very rare channeler - since women abover her strength were very very rare - and even uncommon amongst men!! Nyneave would have scared Moggy shitless - and considering NO ONE argues with the fact that Granny is much stronger than Moggy - certainly Moggy would have been, very, very, very, very intimidated when she sensed nyneaves strength - but go and read an you see Moggy is impressed but not intimdated - in fact she says something like Nyneave is strong enough not to waste - and would love to offer her to rahvin.
Nynaeve had at that point only spent a few months in the Tower, was still blocked, and far from her full potential. Which Moghedien made sure to find out before she approached Nynaeve--at their first meeting Moggy mentions the block which she only could have known about if someone (most likely Liandrin) had told her.
There was no reason for Moghedien to think Nynaeve would be able to beat her.
"About what I have come to expect," the woman [Moghedien] said. "Little more than girls, and obviously not close to half-trained. Strong, though; strong enough to be more than troublesome. Especially you." She fixed Nynaeve with her eyes. "You might become something one day. But you've blocked yourself, haven't you? We would have had that out of you though you howled for it."
"You are too strong to waste; you may be useful one day. I would love to see Rahvin's eyes the day he meets you unblocked," she told Nynaeve.

The implication is that an unblocked Nynaeve at full strength would pose a danger to Rahvin. Moghedien is being truthful because she believes Nynaeve won't remember what she said. Moghedien is talking to herself, basically.
