If the Shadow had picked a side and ensured (pre-BA purge) Egwene lost it and the Rebels crawled back, Rand would have been forced to take over the Aes Sedai.
Which with Elaida in charge would have been without much of an army (she dislikes Bryne and only increased the Tower guard under threat - they'd be 'restored' to the old token status).
There'd have been Aes Sedai casualties, but imagine a progression of - Elaida undisputed Amyrlin.
- Dark Rand forced to deal with her and the Aes Sedai once and for all. Dozens probably killed, but the rest bonded to Asha'man or Wise Ones apprentices.
- Rand has epiphany. Appoints the likes of Nynaeve or Cadsuane as Amyrlin.
Result - happy Rand with united Tower fighting for him, not against him.
The Shadow made a MAJOR mistake keeping the split going. An Egwene Tower earlier would have much better for the SHADOW then any of the alternatives (short of them stealing a sa'angreal and balefiring them all anyway).
