Egwene tested Nynaeve on specific emotional elements involving Lan and difficult choices involving Healing. She admitted this after the test - she did think these were important tests for Nynaeve to contend with, and all indications from their conversation was that Nynaeve understood why Egwene did so. Egwene had no part in the brutal testing that the other Sisters used - apparently they got mad when Nynaeve broke the rules, and began to make the test more difficult because they were angry.
