There is a very very slim chance that it was Cyndane who Compelled Ramshalan but I find that extremely doubtful. If it had been male Nyn would have remarked on it. Moggy wouldn't go anywhere near that palace, way too obvious, Moggy likes to hide.
But that in no way precludes that she didn't kill Asmo. She can even reveal it herself.
There is ample evidence that tGS and ToM will have parallel timelines for a while. It is still very possible that we will see Galad reunited with his mom, Mat arriving in Camelyn etc etc. In fact I'm sorta counting on it. So it is also possible that we will see/hear Graendal talking about doing for Asmo.
