In order for her to trick Rand in this situation, she would have to know exactly which of the thousands of options Rand would have chosen. In other words, she'd have to be Omniscient, in which case she is not a Forsaken.
By what you're claiming, Graendal would have to know "Rand will send an envoy to me, whom I will then compel. After that, he will channel balefire at me and see whether or not the Compulsion disappears."
