And as for Ramshalan, why would it even matter? I'm pretty certain that any level of Compulsion could be detected by delving, but few characters are delved. I mean Elza is a far more likely target for suspicion but even she isn't put under suspicion. So I think it's more likely that Graendal was trying to play games with Rand and instead fell for a larger ploy.
As for Kerb, I think that it's far more likely that he was simply following his programming in a way that Graendal could not anticipate. Its a lot like programming software - you can write the most complex software in the world, and it can STILL display emergent behaviours and lead to unintended consequences.

Ramshalan was the nobel right? He was definately going to get delved. A nobel who was supposed to go to some out of the way palace to talk with another nobel? Oh, and by the way, he was dropped off using the One Power. Yeah...he's totally gonna get delved. And besides which, you don't need to wipe the guy's mind to get him to do what you want.
Kerb...is he the chandler guy? The kid who was killing people? Ok, he was definately not likely to get delved...as he was very nicely planted in that jail. And planted to the point that not even the guards knew what he was really up to. He definately needed to be erased & built back up. That is something that would definately take Graendal's ability.
However all that being said, Graendal's ability with Compulsion cannot be overlooked. She is the best, and is often described by the other Forsaken as having a Talent in that area. She can use the hammer if necessary, but also can work it so subtle that no one would notice.
