My impression of Ramsay is that hes a psychopath who needs to feel in control... His actual capacity for control is not in the same league as his fathers. It seems that if the attack on Stannis did fail or things wernt going his way this is the way he would respond.

I'm far from certain that Stannis is alive but I think it more likely he is alive than he isnt.

I also think if Ramsay Bolton had defeated Stannis he would very likely be spending his time torturing prisoners and sating his need to hurt people that way rather than with that letter.

From him that letter is a sign of rage without a means to sate it.
