The high school I went to, we had guys who showed up with their boyfriends and girls who showed up in tuxs with their girlfriends. Nothing happened and no one cared. And I'm not from some hippie state like Vermont or California either
I'm from Arizona. Part of it was the pretty relaxed atmosphere of our school. Our particular principal was more than willing to let his students be themselves as long as they didn't cause a disturbance.
On the other hand, It's just the bloody prom. I don't see why the girl was making such a big deal either. I didn't go to my prom and I totally do not regret the action. Somehow, my life is still complete without the "prom" experience.
