You referenced the law that said it had to have monetary value. I'm awaiting that bit of intel. Where has the monetary value been set? I may have missed an article some place, but I don't see where the Russians set any type of figure or aspect of value in exchange for these emails. Did I miss that?

And then this is just a semantics argument. Did he seek them out, or did they seek him out? I would further argue that he didn't solicit help from a foreign body, but they came to him and he went to talk.

If he sought them out and prompted them to do something illegal (getting unauthorized access to their emails) in exchange for money or something of value, then I would agree that a law was broken.

This, on the other hand, doesn't seem to fit.
