There you have it. Said straight out, with no caveats. Egwene thinks that Mesaana, as a n administrator, rather than a warrior, can be defeated if Egwene can confront her. Now, I welcome you to continue to believe that Moghedien the coward would prove to be a greater threat to Egwene, but it is clear that Egwene herself doesn't think so.

There is also this to consider. While she was much closer to her potential than Elayne, in tPoD, her recent fight with the Senachan might well have pushed her over the edge and made her reach her full strength. That might then reconcile even your interpretation of the first quote and Egwene's new-found confidence against the Foresaken.
