If an average AS is between a 24-30 and Moiraine a 45 that puts the Wondergirls at 80 and still allows for the various strength defining quotes as well as the actual actions these women can perform.
It also explains why we have only met 3 Aiel, 2 WF and 1 Seanchan who can match or exceed Elayne's strength. If they were only a 50 that would put them at the height of the bell curve and we would be seeing dozens of women in their strength range. The fact that we do not is indicative of them being far closer to the FS end of the strength curve.

So Nynaeve is at Moiraine's level in Book 2, and then suddenly jumps to Moghedien's level by Book 4. This indicates a massive growth in power over a very short period, despite her block still being in place.
Why would this rate of increase suddenly top off at 90% in Book 4, and then only leave another 10% for the remaining books of the series? Logic dictates that this sudden growth spurt should continue ESPECIALLY after her block is finally released - which only occurs in Book 7.
Nope, Nynaeve's growth in strength continues well after Book 4. There is NOTHING to indicate that she was even close to 90% of her full strength in Book 4. To the contrary, Nynaeve channels far more regularly AFTER Book 4, than she did before it. And she channnels EVEN more after her block is released in Book 7.
Logically, her rate of growth would increase as she starts channeling more often, and greater volumes of the Power on a consistent basis.
Why do you think RJ chose Moghedien - the weakest of the Forsaken - for Nynaeve to face in Book 4 - when she was patently still far from her full potential? It was because Nynaeve at maximum strength is as strong as an average female Forsaken, and for her to be able to match her adversary in Book 4, it had to be one who was much weaker than the others.
This is particularly clear considering that there are so many levels of strength ABOVE Moghedien, who is renowned for her weakness compared to the other female Forsaken.
Your logic doesn't hold up to scrutiny, I'm afraid.
