at this point she has absolutely no clue what the effects are aside from what she heard 2nd had from Nynaeve! She's knows her ability will be diminished, but she has no idea by how much ... given what we see later it's obvious that under the effects of forkroot Egwene wouldn't even be able to break a shield held by a Novice!

On the other hand Silviana knows the effects from and thus insists on 2 women shielding her at all times.

The text supports the fact that Egwene can break a shield held by Amys when Egwene was not as strong as her current level, Ays is most likely a good step ahead of Silviana... the difference here is the forkroot.

It's possible that Egwene thinks she could only be 50% of her normal strength, which would make Silviana able to hold her shield regardless.
