Despite everything, Egwene is still an Amrylin Seat. The Amyrlin represents all Ajahs (outside of the Tower) and none (inside the Tower). As such, in Tar Valon, she doesn't really have a power base. That's just how the Amyrlin Seat works. Look back at other Amrylins and you will see what I mean. Pitting factions against each other is hardly an original idea from Egwene. It's something Amyrlins have done for generations.
