Egwene certainly commands more channelers directly than Tuon. Adding in the Novices and Accepted, Egwene has around 2000 women under her command.
We have no indication of whether that's more than Tuon can command. And the overwhelming majority of the novices are unable to channel very much; the Aes Sedai refuse to force them, while damane are forced routinely (as the a'dam makes the practice completely safe).
Added to that, the Wise Ones and Windfinders will almost certainly support the Aes Sedai fully, against the Seanchan.
The Wise Ones and Windfinders have their own commitments.
As for armies, there's Garth Bryne's 50000 added to Chubain's 50000. But Siuan tells us that Bryne's recruitment efforts have seen great success, in ToM. So, around 150,000 is more likely.
Right, if they can be mobilized in time, and if (as is tremendously unlikely) the Seanchan only have 200,000 or so soldiers. Not that all of those will be committed in any case; the Tower could probably be seized by a first strike well before Bryne's army at Merrilor could react.
Added to that, the armies of Andor and Cairhein, and probably many others, can be pressed into service behind the Tower. The Aiel will also likely help.
Andor and Cairhien cannot probably not be impressed in the first place; that would be Elayne's personal judgment call, whether or not the Hall censured her for it. And in any case, they're already committed elsewhere. The Last Battle's here, or hadn't you heard? Andor itself is under attack. Elayne has to prioritize.
Added to all this, Egwene has sa'angreal and angreal.
Well, she does if she brought them out of those storerooms the Seanchan will be coming through.
Just 13 sisters can transport a huge army, leaving all others free to fight, whereas the Seanchan will have to use nearly all their Damane to transport huge armies.
And if it comes to combat on a field of battle that will no doubt be useful. Unfortunately for the Aes Sedai, by the time that happened the White Tower would most likely have already been destroyed.
