Honestly, I think this comes of RJ's overall plotting. No disrespect to him at all, but it seems to me that there were patches of "dead space" for each character where his notes literally might have said "Elayne is annoyed with her pregnancy - play this up each chapter; she is embroiled in Andoran politics - play this up for two-three books".

Egwene's started around Book III and I am convinced RJ didn't have much for her to do until she became Amyrlin and during the endgame.

That being said, I didn't see much similarity between the two - Egwene's oath required trust on the part of both subject and leader in exchange for obedience leaving room for independence of thought, whereas Elaida's use of the Oath Rod in that nature demands obedience. Elaida's, to be frank, destroys everything the White Tower stood for (and I will be candid in saying that I'm still not 100% sure what the White Tower actually stands for besides working together in a model UN-type atmosphere).
