I think 'chose' is too strong a word to use here...she let her do them, yes, but what else could she have done? It was a choice made for her through lack of other options.

She could have not sent the AS to capture the Asha'man. Remember that Alviarin herself gave her evidence that it'd fail?
Or, she could have given herself up. If the alternative to destroying the Tower is losing your position of power, and you chose not to sacrifice that position, you can hardly expect sympathy!
