What AS wouldn't be willing to spend a couple hours making her warder more likely to survive? If for no other reason than to avoid the death pain of the bond. It would take 10 times as long for a blacksmith to make the iron armor than for a sister to convert it.

Egwene clearly could make dozens of sets of armor quickly, but aside from her and Leane the next best was Bode ... Most of the women we witnessed couldn't even make a small cup turn in an hour. Considering most Warders we've seen don't seem to even wear armor ... They seem to prefer mobility over the protection ... Why would an Aes Sedai even consider undertaking such a process?
I'm not saying it would be useless, but there clearly isn't need for such armor as it would only really be effective under certain circumstances. And really how much more effective would cuendillar armor be compared to steel?
