There is no reason to believe that average strength has decreased, it's just a significantly smaller population of Channelers and non-representative samples in the channeling organizations.

Apart from that, RJ in his quote about what oercent of the Bell Curve are strong enough to be Aes Sedai makes it clear the same bell curve holds in the current age as was found in the AoL. Which makes sense, since all you're doing is reducing overall numbers by killing male channelers. The numbers lost will be evenly spread over the curve. Why would stronger channelers be weeded off more?

Shannow is just deperately clawing for some mad scheme that lets him keep his pipe dreams of the strength list alive.
