Cadsuane is closer to Moiraine in strength than Egwene. Moiraine herself in NS says that Cadsuane doesn't stand that high above her, just higher than any other Sister. Egwene was stronger than Moiraine in TSR already. Mathematically it acceptable.

Is she? It took the others time to reach that point. We have no idea how long Aveindha had been channeling when she made that comment. But there is no such issue with Elza's judgement of Cadsuane's strength.
It's weak to assume that Aviendha is ignorant just so that your theory gains momentum. At least I've incorporated both quotes i.e. Elza and Aviendha.
