The messenger was an obvious trail, so it was worth it to remove him. Kerb was not. Do you seriously believe Rand would go about Delving every single person in Bandar Eban in the hopes of stumbling upon someone Compelled?
No. As I believe I stated elsewhere, what brought Kerb to everyone's attention was that he was poisoning Melissair Chadmar.
Why the hell would Graendal have him do that? She knows nothing, and is no threat to anyone. The only purpose that poisoning served is to make Nynaeve suspect that the messenger was poisoned as well, and thus focus her attention on Kerb.
If he had killed the messenger and run, or just stayed quiet, Nynaeve wouldn't have suspected him, and I wouldn't be making this post pointing to the illogic of Graendal's actions.
How would I know what Graendal's intentions were in having the merchant poisoned? We can't even be certain it was on Graendal's orders, it may have been Kerb's initiative.
Maybe Graendal wanted her dead to further hinder Rand's plans to bring order to Arad Doman using the Council of Merchants to elect a new King?
Or maybe not.
