It was always stated in the book that one weave does one thing. Like: one fireball - one weave. One Gateway - one weave. 6 Deathgates - 6 weaves (as stated in the book, KoD), 6 Blossoms of Fire - 6 weaves (as stated in the book, KoD). It's very logical to assume, that 1 Arrow of Fire - one weave. 100 Arrows of Fire - 100 weaves. And we never saw anything in the book that state one weave produces multiple things at once.


It's only multiple flows for different things ... so weaving a Gateway and then splitting your flows to weave air to lift something would be 2 flows.

Creating 100 Arrows of Fire could easily be only one flow. In any case he doesn't do all of this at once:

He's knotting weaves, and starting over ... no where does he hold more than 12 or so weaves at once. An amazing feat to be sure, and unlikely more than a handful of others could manage this.
