The weave-construct Rand creates at the Stone.
In that case, he clearly makes one super-hyper-complex weave that is composed of hundreds+ flows. And when that weave is activated, it independently begins firing blasts everywhere, spreading through the citadel, killing everything.
In that case it is clear that the only channeling Rand does is create the weave. And it is the weave itself, that then produces the lightnings. Rand does not indepedently create the lightnings, all he does is the weave.
I think Arrows of Fire are similar, just more simplistic. Rand creates an AoF weave (like he created the weave in the Stone), and the AoF weave then independently sharts shooting filaments without Rand having to micromanage each filament (just like the Stone weave shot lightning all over without Rand having to weave the lightning itself).
At this point I am utterly convinced that the AoF is just a single and relatively low-power weave (only 2 flows). It is just made effective by the fact that is is incredibly complex. And infact it is described as very intricate. It is a demonstration of using skill rather than power to achieve great things. Efficiency and ability over brute force. I rather hope we see it again.
