It's a simple statement of fact. I didn't say they won't or can't punish her. I said they won't or can't punish her alone, which is exactly what you just said. Not sure how that makes my statement misleading. Those are the options. If they have the option to punish her alone and choose not to, then they "won't" do that. If they do not have that option, then they "can't" do that.
But to say that they "won't" or "can't" punish her for her actions is misleading. Although they can't punish her individually, they could punish her but while at the same time punishing everyone collectivly. And they did, with the support of students and residents it looks like.
