If they do not have that option, then they "can't" do that.
But to say that they "won't" or "can't" punish her for her actions is misleading. Although they can't punish her individually, they could punish her but while at the same time punishing everyone collectivly. And they did, with the support of students and residents it looks like.

I was in a rush to get to work today as I had to meet up with a friend on the way in, so I was not thinking properly. Then again, my previous analogy has shown that I'm more than capable of making them about this case.
That said, you're right again. I did not read your post thoroughly enough and missed where you stated that she "alone" could not/would not be able to be punished for her actions. My only defense is that it's been a frightfully busy morning, and I hope you accept my apology.
