In this case, the prom is meant to be a formal party. Thus the dress code in this case is meant uphold the image of "formal party" by making everyone dress to reflect that.

In a different situation, a dress code may serve a different purpose, and will be tailored accordingly. Is this really that difficult a concept to grasp?

Dress codes are meaningless, and more or less arbitrary. What makes denim less "dressy" than some other type of cotton pants?
