You can't insist that an idea is possible despite what's going on/limitations in the books and then say it would be superior because of those limitations.
If we're going to work with the assumption that it's suddenly possible for the AS to experiment with and manufacture heartstone armor in the tiny amount of time remaining before The Last Battle, then I'm going to work with the assumption that Aes Sedai that can suddenly accomplish this task can be countered with channelers of similar skill/intelligence.
Additionally, there are a great number of channelers in the Last Battle that aren't going to be Aes Sedai. And some, like the Seanchan, are going to have great tactical minds behind them. It's not like the channelers themselves have to think of the concepts anyway
