That depends on what controls channeling, doesn't it? if it's genetic, is it completely unlikely that it's controlled by more than one gene, and that having two parents with the right genes could make potentially make you a stronger channeler than having just one parent with those genes? And if channeling is controlled by the soul, who is to say which souls the pattern spins out? If there are ages when channeling is unknown, why not ages when channelers are weaker?
Its soul based. Both transmigrated Foresaken and the one known definite rebirth of a soul have exactly the same strength they had before. Heck, a male Foresaken in a female body still channeled saidin. Genetics allows you to channel or not. It has nothing to do with how strong you are.
Also, I don't know if anyone has done this before, but I made a plot of the famous bell curve, by using <a href="http://13depository.blogspot.no/2009/02/saidar-strength-ranking.html">data from the Thirteenth Depository</a>, not including the female Forsaken. Assuming that those data are correct, and that this is a sufficiently large sample, I would say it seems to peak somewhat below the middle. Also, large numbers of novices and accepted are sent away without becoming Aes Sedai. If they are sent away because they are too weak, the peak would be even lower than this chart suggests.
Yeah, that's all wrong. For one thing, RJ said strength is distributed over a bell curve, not strength levels. You're plotting the wrong data points.
That said, obviously each level corresponds to a range on the strength scale (whatever it was in RJ's, we can take it to be 1-100 and it will still work the same). The 21 levels are distributed over this scale. We don't know if each level represents an equal interval in the strength scale, but assuming we do, we'd expect a peak around 10/11, which is where you find it. However, you also need to note that the sampling in that list is atrocious. We tend to see and hear more about stronger Aes Sedai and very little about women too weak to become AS. That definitely causes skewing. Plus, the list is very subjective, and tries to make quantitative differences between "strong" and "very strong" and such terms.
To me, it looks like the average strength today is at something like a third of Lanfear's strength. This in itself doesn't prove anything, and with very little data available from the Age of Legends, I don't see how it's possible to make any solid claims about the distribution being different or not.
RJ spoke of the same bell curve holding now. He said strength was distributed over a bell curve. That 67.5% of channelers in that curve would be strong enough to be Aes Sedai. That this is true only in the modern age, since in the AoL, anyone</> could become Aes Sedai. There's no doubt at all that its the same bell curve.
