And every Yellow. In fact, we don't even know how many Yellows actually have the Healing Talent considering it is 'crude battlefield Healing' that they use. Many Yellows cannot perform the new Healing (which is the proper Talent). Flinn is undoubtedly an amazing Healer, but I'd also point out that he's probably also strong. Along with two middling sisters he fought off Demandred.
Aligning the Matrix

This is a big leap, and could have been simple flows of Fire and Earth, common to most men.
Weather
pretty much every Windfinder, the circle for the Bowl of the Winds had women as low as level 18 (Azzara was the weakest at level 18 )

Once again, Windfinders practice in Air, and even Elayne managed to improve the thickness of her flows in time. Not a Talent in most cases.
Reading Residues
at least 6 very weak Aes Sedai including

Akkarin level 34
Therva level 34
Shana Level 35
Nacelle level 36
Nisain level 37 (was stated as the best)
Reiko level 38


A minor Talent.
Traveling

You may be right again, but once again, this Talent is present in 100% of strong people.
Cuendillar (not sure if this is Talent or simply Earth affinity)
Kairen level 18
Leane level 14/36
several weaker Aes Sedai as well as novices

Egwene says Earth, but there may be Talent too.

I'm not really going to fight too much about this. I don't think there is any doubt that weak people can have Talents. I've never disputed this, but I think this abovementioned list is a bit desperate.
