Dorile (level 19), Azzara and Renaile each on Level 18 were too weak to participate despite being more senior than others who were in the Circle. Faera (level 19) and Kurin (level 18 ) are both mentioned as observing the BotW in the Companion, but were not mentioned in the scene itself. Shielyn (level 23) was neither mentioned in the scene or noted as being present in the Companion, but was in Caemlyn later, meaning no woman lower than level 19 was on the hilltop.
