Datakim is trying to justify his actions, but Rand is cold and uncaring (much like a forsaken). Everyone who described him mention a darkness (actual dimming of light) that surrounds him. That is the concern.
Not all his actions, just this one. I am not focusing on Rand as a whole in this book. There is no question that he went completely insane. That is obvious. I am talking only of Graendals palace and whether he killed innocent people, or only released mindless drones from their suffering. And the balefire debate which seems to have taken a separate life, about whether Rand could have used balefire in a way that minimized the damage to the pattern by altering the width of the stream without increasing the power of it.
Threatening to kill the borderlanders, attacking his father, preparing to destroy Ebou Dar (and the civilians there) and threatening to destroy pattern are all acts of utter insanity and evil.
And I think the darkness was caused by the fact that Rand channeled the True Power. The very essence of the Dark One. I think without touching the TP, he could have become equally evil but lacked the darkness. TP caused that.
