After the balefire, the Compulsion vanished, as if it had never been there before.
Now, even if it had been "loosely knotted," as we've seen other weaves, to dissipate on its own, it would be impossible for Graendal to have time the "unknotting" to disappear directly after the balefire attack, since 1)She didn't know there would be balefire and 2) She didn't know when it would come.
So I think it's a pretty sure thing that, due to the timing, the balefire killed whoever wove the Compulsion.
So, could Graendal have had someone else do the Compulsion? All signs point to "almost definitely not." Compulsion is one of those things the Forsaken keep to themselves- MAYBE they would tell a favored servant, like Alviarin, a trick or two like Travelling, but that's it. More than that, Compulsion is Graendal's "thing." She prides herself on being a master, and she uses it a LOT.
Considering this messenger came right to Graendal's (supposedly secret) hideaway, she would most likely have interrogated himself, and thus, wove the Compulsion himself.
Since we know that the one who wove the Compulsion was balefired, that's that.
